CHICAGO. Chicago's 95th Street commercial corridor is home to small businesses seeking to navigate economic-development opportunities available through the City of Chicago. But an available opportunity and a business ready to pursue it are two different things, and the distance between the two is where much of the work happens.
As part of its 2026 work on the corridor, Premier 72 supported three businesses through completed application submissions to the City of Chicago's Commercial Corridor Storefront Activation (CCSA) Program. Each submission required direct outreach to the owner, help understanding the opportunity, gathering and organizing documents, business-planning support, and extended working sessions to get the application complete.
The applications have been completed and submitted; decisions on them rest with the applicable program administrators.
The CCSA Program, administered through the Chicago Department of Planning and Development, supports eligible businesses and property owners pursuing improvements to commercial spaces along designated Chicago corridors. The 95th Street corridor extends from Halsted Street to King Drive, with the Endeleo Institute serving as the corridor lead.
The Larger Story
An economic-development opportunity does not automatically create a business that is ready to participate in it. Between opportunity and application sits a sequence of work: awareness, readiness, and only then a complete application, followed by implementation.
A business owner may not know the opportunity exists, may not know whether it applies to their business, may not have the documents or financial information required, and may not know what is missing from what they already have. That work has to be done business by business.
What Premier 72 Did
The Endeleo Institute engaged Premier 72 to support business-readiness and implementation activities connected to Chicago's 95th Street commercial corridor.
Premier 72 reached out directly to business owners and helped owners understand the opportunity and whether it applied to their business. The work included determining what information an owner already had and what was missing, organizing documents, supporting business planning, working through application requirements, and coordinating project and contractor information where applicable.
Much of the work happened in extended working sessions, sitting with owners to move their applications forward, tracking progress, identifying missing information, and mapping next steps until each application was complete.
Why It Matters
Programs only reach businesses when owners can successfully navigate the requirements. For many small businesses, that takes more than a program announcement. It takes outreach, document gathering, planning, project information, application support, and someone willing to sit with the owner until the work is done.
That implementation gap is an economic-development issue: programs can only create local impact when businesses are prepared to participate.
Application submission is a milestone in the process rather than its conclusion. Readiness work and project implementation continue after a submission is filed.
“Programs can create opportunity across a corridor, but readiness happens one business at a time. Owners still have to understand the opportunity, gather what is required and get to a complete application. That is where implementation matters.”
